On May 13, 2015, Shanghai held the 151st Commendation Ceremony for Outstanding Individuals in Acts of Bravery and Righteousness, during which 34 individuals were awarded certificates of honor as “Outstanding Individuals in Acts of Bravery and Righteousness of Shanghai,” including Zhou Rubin, a senior engineer at Shanghai Housing Architectural Design Institute Co., Ltd.
Here’s what happened: On the morning of January 20, 2015, while Zhou Rubin was cycling to work along Daduhe Road near the Xiqiujiang Bridge, he noticed a thief in the distance reaching his hands into the backpacks of two young women. Zhou immediately pedaled hard, shouted loudly to stop the thief, and thereby put a halt to the theft. Startled by the noise, the two women turned around and saw the thief staring at them menacingly, whereupon they quickly ran off toward the foot of the bridge. Zhou was about to resume his ride to work when, unexpectedly, the two ruthless thieves gave chase, seeking revenge, and violently kicked his bicycle, knocking him to the ground. They then raised their fists and struck him in the face, followed by several brutal kicks to his waist. In the ensuing chaos, the two thieves seized the opportunity to flee. With the help of police officers from the 110 emergency hotline and bystanders who happened to pass by, Zhou was rushed to the hospital, where an examination revealed that he had suffered a fracture of the lumbar vertebrae.
Comrade Zhou Rubin’s exemplary conduct—his unwavering commitment to upholding justice and his courageous, selfless act of stepping forward in a critical moment—demonstrates the qualities that should be embodied by every employee of a municipal-level model unit for civility. On January 21, following deliberation by the Party and administrative leadership of the institute, it was decided to issue a commendation notice for Comrade Zhou Rubin and to award him RMB 50,000 through the trade union. It is also hoped that all employees of the Design Institute will learn from Comrade Zhou Rubin, emulating his reverence for justice, his steadfast promotion of upright values, his tireless efforts to safeguard social harmony, and his dedication to building a safe and secure Shanghai, thereby making positive contributions to advancing the cause of socialist spiritual civilization.
