Shanghai Municipal Institute of Architectural Design Co., Ltd. Housing Quality Inspection Station Established in 1992 as a specialized subsidiary of Shanghai Municipal Institute of Housing Architecture Design Co., Ltd., the organization holds a Housing Quality Inspection Certificate issued by the Shanghai Municipal Commission of Housing and Urban–Rural Development, as well as qualifications for seismic evaluation, engineering surveying, and other related engineering technical services and consulting, as recognized by the Shanghai Municipal Commission of Urban and Rural Construction and Transportation. It is one of the few housing quality inspection and appraisal institutions in the Shanghai area that leverages the technical expertise of a Class-A design institute, providing comprehensive technical advisory services to individuals, organizations, enterprises, and the general public, including various types of housing quality inspections and appraisals, engineering surveys, assessments, and services such as repair, reinforcement, renovation, and additional-story construction. The housing quality inspection sector is regulated by the Shanghai Municipal Housing Security and House Administration Bureau, while the seismic evaluation sector falls under the jurisdiction of the Shanghai Municipal Commission of Urban and Rural Construction and Transportation; operationally, the organization is guided by the Shanghai Municipal Administration for Market Regulation.
Our specialized institution boasts a highly qualified technical team characterized by a well-balanced professional composition, a solid theoretical foundation, extensive practical experience, robust technical capabilities, state-of-the-art instrumentation and equipment, and stringent management systems. Currently, the team comprises nearly 70 professional and technical personnel, over 60% of whom hold senior or intermediate technical titles; two are professor-level senior engineers, and more than 10 hold doctoral or postgraduate degrees. The team also includes over 20 individuals who have obtained first-level registration as structural engineers, first-level registration as architects, registered geotechnical engineers, and registered consulting engineers. Additionally, more than 40 team members have been awarded the Project Manager Professional Qualification Certificate issued by the Talent Development and Evaluation Center of the Shanghai Municipal Commission of Housing and Urban–Rural Development, and over 70 have received the Housing Quality Inspector Professional Qualification Certificate. This technical workforce has established a core contingent with architecture and structural engineering as its mainstays, while comprehensively covering surveying, construction, interior decoration, geotechnical engineering, and mechanical and electrical equipment, among other specialties.
This testing and appraisal institution obtained ISO quality management system certification in 2003, and since 2007 has held metrological accreditation issued by the Shanghai Municipal Bureau of Quality and Technical Supervision (now the Shanghai Municipal Administration for Market Regulation)—the current certificate being the CMA Accreditation Certificate for Inspection and Testing Institutions. In 2021, it further achieved CNAS laboratory accreditation and CNAS inspection body accreditation. At present, our institution is equipped with more than 100 sets of testing instruments and equipment for various building structural materials, as well as for pressure testing, condition assessment, leakage detection, and deformation monitoring. These include a Swiss-imported PS-200 rebar detector, a Japanese-imported Nikon total station, an NEC infrared thermal imager, a WAW-300 universal testing machine, and a WZW-250G bending testing machine. Our organization has successively completed a large number of projects related to major municipal infrastructure in Shanghai, including quality inspections and seismic assessments for subway and World Expo–related projects, outstanding historic preservation buildings, high-rise structures, residential communities, industrial plants, old urban renewal initiatives, and primary and secondary school buildings, with the total floor area of inspected buildings approaching several million square meters. These projects encompass numerous cultural heritage sites, such as the Bank of China Building on the Bund (formerly the Yokohama Specie Bank), the Shanghai Customs House (formerly the Jianghai Customs), the Foreign Trade Building on the Bund (formerly Jardine Matheson), the former British Consulate Building, the Shanghai Municipal Archives (formerly the French Steamship Company Building), the Shanghai Municipal Culture, Radio, and Television Building on the Bund (formerly the Green Steamship Company Building), the Russian Consulate General in Shanghai, as well as the Palace Theatre, the Jade Buddha Temple, the Longhua Temple, the Shanghai International Exhibition Center, the Yifeng Trading Company building on Beijing East Road, the Young Women’s Christian Association building on Yuanmingyuan Road, the Ampere Trading Company building on Yuanmingyuan Road, and seismic assessments of primary and secondary school buildings across various districts—totaling more than a thousand projects. In recent years, our testing agency has also established a strong presence in numerous provinces and cities, including Jiangsu, Zhejiang, Hebei, Dujiangyan and Mianyang in Sichuan, where we have undertaken building quality inspections and seismic evaluations. Furthermore, in recent years, we have been designated by the Shanghai Municipal and district-level People’s Courts and arbitration institutions as the appointed expert body for building quality appraisals in civil litigation cases, thereby fulfilling our social responsibility, contributing to the building of a harmonious society, and earning widespread acclaim from all sectors of society.
