Relevant notices issued by the Ministry of Housing and Urban–Rural Development and the Shanghai Municipal Government clearly define the scope of this safety census and inspection as follows: residential buildings in cities at all levels and in the seats of county people’s governments that were constructed long ago, built to low standards, and suffer from severe disrepair and neglect; as well as all units of affordable housing and resettlement housing resulting from shantytown redevelopment. The main inspection items are: first, the safety condition of aging and dilapidated urban buildings, with particular focus on whether structurally hazardous buildings have been demolished, whether buildings with hazardous points or localized risks have had effective measures implemented to eliminate such hazards, and whether buildings whose decoration or renovation involves demolition or alteration of the main structural system or a significant increase in load present safety risks; second, the quality and safety of occupied affordable housing and resettlement housing from shantytown redevelopment projects, with emphasis on housing originally provided as public rental housing, housing acquired through purchase and converted to rental use, and other affordable housing units that have been completed and occupied for an extended period; third, the implementation of relevant laws, regulations, standards, codes, and normative documents pertaining to the safety management of aging and dilapidated urban buildings, as well as the management and maintenance status of such buildings, with particular attention to whether management records are complete, whether management systems and measures are sound and effectively enforced, and whether routine management is carried out in a timely and thorough manner; fourth, comprehensive supervisory and law-enforcement inspections of the quality and safety of ongoing affordable housing projects and shantytown redevelopment resettlement housing projects. At the commission of the Municipal Work Safety Administration, this agency, together with other sister organizations, has undertaken the safety census of aging buildings in Changning District, Zhabei District, Putuo District, Jiading District, Yangpu District, Qingpu District, and other districts.
