Shangfang Courtyard Recognized as a “Specialized, Refined, Distinctive, and Innovative” SME in Shanghai

On January 14, 2021, in accordance with the requirements of the “Notice of the Shanghai Municipal Commission of Economy and Informatization on Organizing the Recommendation for the 2020 ‘Specialized, Refined, Distinctive, and Innovative’ SME Application (Re-examination)” (Shanghai Economic and Informatization Enterprise [2020] No. 453), the list of Shanghai’s 2020 ‘Specialized, Refined, Distinctive, and Innovative’ SMEs was officially finalized following public announcement. Shanghai Housing Architectural Design Institute Co., Ltd. was among the 1,237 enterprises recognized as such.
To better implement the “Specialized, Refined, Distinctive, and Innovative” SME Cultivation Program, support the transformation and upgrading of small and medium-sized enterprises, help them focus on their core businesses, strengthen their core competitiveness, continuously improve the quality and level of their development, and pursue a path of specialized, refined, distinctive, and innovative growth, the Pudong District Commerce Commission convened a symposium for “Specialized, Refined, Distinctive, and Innovative” enterprises and presented plaques to these companies at the Pudong District Government on the afternoon of June 11, 2021.
Guiding small and medium-sized enterprises to pursue a development path characterized by specialization, refinement, distinctiveness, and innovation is an important initiative of the Party Central Committee and the State Council to promote the high-quality development of SMEs. Furthermore, the requirements for the 2020 Shanghai Municipal Application for Specialized, Sophisticated, Distinctive, and Innovative Enterprises are as follows:
1. Specialization: Focusing on a specific customer segment or a niche product segment, and ranking among the top ten nationwide in the relevant industry sub-market.
2. Refinement: Acquire independent intellectual property rights or cutting-edge knowledge, and establish a municipal-level academician expert workstation or an enterprise technology center or enterprise engineering center at the district level or above.
3. Distinctiveness: The product or service exhibits uniqueness, exclusivity, and exclusive production. Within the past two years, the enterprise has either chaired or participated in the formulation or revision of national or industry standards, and it holds such designations as China Well-Known Trademark, Shanghai Famous Trademark, Shanghai Brand-name Product, Shanghai Rising Star Brand, and Shanghai Pilot Demonstration Enterprise for Brand Cultivation, or has been included in the Shanghai Key Protected Trademark Directory.
4. Innovation. Enterprises should demonstrate robust originality, dynamic innovation, and significant value potential; possess a substantial valuation and strong appeal for financing; adapt to evolving consumer behavior—covering both productive and lifestyle consumption—and align with the four “new” characteristics of economic development: new technologies, new industries, new business forms, and new models. Priority support will be given to emerging industries that have performed exceptionally well during the COVID-19 pandemic response.
In recent years, Shanghai Municipal Institute of Architectural Design Co., Ltd. has achieved particularly notable results in specialization, refinement, and distinctiveness—key areas of focus for this application. Established in the 1950s, the institute is a comprehensive Class-A design research organization that integrates multiple disciplines, including architectural planning and design, engineering consulting, building quality inspection, forensic appraisal of construction projects, and cultural heritage preservation. In the field of architectural design, its projects consistently win national or Shanghai municipal industry association awards for outstanding design each year; in forensic appraisal of construction projects, both the volume and quality of cases place it at the forefront of the industry; it enjoys a strong reputation in urban renewal and building quality assessment; and it has made significant technological breakthroughs in promoting energy conservation and emission reduction in the construction sector, securing numerous patents and receiving multiple Shanghai Municipal Science and Technology Progress Awards for its technical achievements. The institute has long placed great emphasis on scientific and technological innovation, having been recognized as a Shanghai High-Tech Enterprise, a “Little Giant” enterprise of Putuo District, and a district-level Enterprise Technology Center in Putuo. In 2020, it was awarded the Second Prize of the Shanghai Municipal Science and Technology Progress Award and has also repeatedly received the Third Prize.
Being recognized as a “specialized, refined, distinctive, and innovative” enterprise is an acknowledgment of small and medium-sized enterprises’ commitment to “professionalization, refinement, distinctiveness, and innovation,” as well as recognition that these enterprises are industry leaders in terms of market performance, quality, profitability, and overall development, demonstrating advanced practices and serving as model examples.
