Chapter 10: The Relationship Between the Party and the Communist Youth League

　　Article 51 The Communist Youth League of China is a mass organization of advanced youth under the leadership of the Communist Party of China; it serves as a school in which the broad ranks of youth learn socialism with Chinese characteristics and communism through practical experience, and it functions as the Party’s assistant and reserve force. The Central Committee of the Communist Youth League is led by the CPC Central Committee. Local organizations of the Communist Youth League at all levels are led by the corresponding-level Party committees and, at the same time, by the higher-level organizations of the Communist Youth League.

　　Article 52: Party committees at all levels shall strengthen their leadership over the Communist Youth League and pay close attention to the selection and training of League cadres. The Party shall firmly support the Communist Youth League in conducting its work in a lively, dynamic, and creative manner, in accordance with the characteristics and needs of the broad masses of youth, so as to give full play to the League’s role as a vanguard force and as a bridge connecting with the broad masses of youth.

　　Secretaries of CYL committees at the county level and below, as well as secretaries of CYL committees in enterprises and public institutions who are members of the Communist Party, may attend meetings of the corresponding-level Party committee and its Standing Committee.
