Chapter Nine: Party Group

　　Article 48: Party groups may be established in the leading bodies of central and local state organs, people’s organizations, economic organizations, cultural organizations, and other non-Party organizations. The Party group shall exercise leadership. The principal tasks of the Party group are to ensure the thorough implementation of the Party’s line, principles, and policies; to strengthen leadership over the Party building within the unit and to fulfill the responsibility for exercising full and rigorous self-governance of the Party; to deliberate on and decide major issues facing the unit; to carry out cadre management work; to deliberate on and decide on important matters such as the establishment and adjustment of primary-level Party organizations, the development of new Party members, and the disciplinary action against Party members; to unite non-Party cadres and the general public and to accomplish the tasks assigned by the Party and the state; and to provide leadership over the work of Party organizations within the leading body and its directly affiliated units.

　　Article 49 The members of a Party group shall be determined by the Party organization that approved its establishment. A Party group shall have a secretary, and may, when necessary, also have a deputy secretary.

　　The Party leadership group must obey the leadership of the Party organization that approved its establishment.

　　Article 50: In the leading bodies of state working departments and relevant units that exercise centralized and unified leadership over their subordinate units, Party committees may be established. The methods for the election of such Party committees, their powers and functions, and their tasks shall be prescribed separately by the Central Committee.
