Article 30: Enterprises, rural areas, government organs, schools, hospitals, research institutes, street communities, social organizations, PLA company-level units, and other primary-level units that have three or more formal Party members shall all establish primary-level Party organizations.

　　Based on work requirements and the number of Party members, and with the approval of higher-level Party organizations, primary-level Party organizations shall establish, respectively, primary-level Party committees, general branch committees, and branch committees. Primary-level Party committees are elected by the general meeting of Party members or the congress of Party representatives; general branch committees and branch committees are elected by the general meeting of Party members. When proposing candidates for committee membership, it is necessary to solicit extensive opinions from both Party members and the general public.

　　Article 31: The terms of office for primary-level Party committees, general branch committees, and branch committees shall be three to five years. After the secretaries and deputy secretaries of primary-level Party committees, general branch committees, and branch committees are elected, their appointments shall be submitted to the higher-level Party organization for approval.

　　Article 32: Grassroots Party organizations are the Party’s fighting bastions at the grassroots level of society and form the foundation of all Party work and combat effectiveness. Their basic tasks are:

　　(1) Publicize and implement the Party’s line, principles, and policies; publicize and implement the resolutions of the Party Central Committee, higher-level organizations, and this organization; give full play to the vanguard and exemplary role of Party members; actively strive for excellence and set examples; unite and organize cadres and the masses both within and outside the Party; and endeavor to accomplish the tasks assigned to this unit.

　　(2) Organize Party members to study diligently Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Important Thought of the Three Represents, the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; promote the institutionalization and normalization of the “Two Studies, One Action” study and education campaign and Party history study and education; study the Party’s line, principles, policies, and resolutions; acquire basic knowledge about the Party; and study science, culture, law, and professional skills.

　　(3) To educate, manage, supervise, and serve Party members; to enhance their quality, fortify their ideals and convictions, strengthen their Party spirit; to strictly enforce Party organizational life; to conduct criticism and self-criticism; to uphold and enforce Party discipline; to supervise Party members in faithfully fulfilling their obligations; and to ensure that their rights are protected from infringement. Strengthen and improve the management of mobile Party members.

　　(4) Maintain close ties with the masses, regularly solicit their criticisms and suggestions regarding Party members and the Party’s work, safeguard the legitimate rights and interests of the masses, and conduct effective ideological and political work among them.

　　(5) Fully harness the enthusiasm and creativity of Party members and the general public, identify, cultivate, and recommend outstanding individuals among them, and encourage and support them in contributing their wisdom and talents to the cause of reform, opening up, and socialist modernization.

　　(6) Provide education and training for active candidates seeking Party membership, carry out routine work related to the development of new Party members, and place great emphasis on recruiting members from the front lines of production and work as well as among young people.

　　(7) Supervise Party members, cadres, and all other staff to strictly abide by national laws and regulations, as well as the state’s financial and economic regulations and personnel systems, and to refrain from infringing upon the interests of the state, collectives, and the general public.

　　(8) Educate Party members and the general public to consciously resist unhealthy tendencies and resolutely combat all violations of discipline and law.

　　Article 33: The primary-level Party committees of subdistricts, townships, and towns, as well as the Party organizations in villages and communities, shall provide unified leadership over all types of grassroots organizations and all work within their respective jurisdictions, strengthen grassroots social governance, and support and ensure that administrative organs, economic organizations, and mass self-governing organizations fully exercise their powers and functions.

　　The Party committees (leading Party groups) of state-owned enterprises shall exercise leadership by setting the direction, overseeing the overall situation, and ensuring effective implementation, and shall, in accordance with regulations, deliberate on and decide on major matters concerning the enterprise. Grassroots Party organizations in state-owned and collectively owned enterprises shall conduct their work centering on the enterprise’s production and business operations, ensuring the thorough implementation of the Party and the state’s guidelines and policies within the enterprise; supporting the shareholders’ meeting, the board of directors, the supervisory board, and the manager (factory director) in the lawful exercise of their respective powers; relying wholeheartedly on the workforce and supporting the work of the workers’ congress; participating in decision-making on major enterprise issues; strengthening the self-building of Party organizations; and leading ideological and political work, the development of spiritual civilization, united front work, and the work of mass organizations such as trade unions, the Communist Youth League, and women’s organizations.

　　The Party’s primary-level organizations in non-public-sector economic entities implement the Party’s principles and policies, guide and supervise enterprises in complying with national laws and regulations, lead trade unions, the Communist Youth League, and other mass organizations, unite and rally employees, safeguard the legitimate rights and interests of all parties, and promote the healthy development of enterprises.

　　The Party’s primary-level organizations within social organizations shall publicize and implement the Party’s line, principles, and policies; lead trade unions, the Communist Youth League, and other mass organizations; educate and manage Party members; guide and serve the general public; and promote the development of undertakings.

　　In public institutions that implement the system of administrative leadership accountability, the Party’s primary-level organizations shall serve as a fighting bastion. In such institutions where the Party committee exercises leadership under the system of administrative leadership accountability, the primary-level Party organizations shall deliberate on and make decisions on major issues, while at the same time ensuring that administrative leaders fully exercise their powers and responsibilities.

　　The Party’s primary-level organizations in Party and state organs at all levels shall assist the administrative heads in accomplishing their tasks and improving their work; they shall educate, manage, and supervise every Party member, including the administrative heads; and they shall not exercise leadership over the business operations of their respective units.

　　Article 34: The Party branch is the Party’s primary-level organization and is responsible for directly educating, managing, and supervising Party members, as well as organizing, publicizing to, uniting, and serving the masses.
