Chapter Four: Local Party Organizations

　　Article 25 The congresses of the Party at the provincial, autonomous regional, and municipality-level direct-administered city levels; the congresses of prefecture-level cities and autonomous prefectures; and the congresses of counties (banners), autonomous counties, cities not divided into districts, and municipal districts shall be held every five years.

　　Local party congresses at all levels are convened by the corresponding party committees. In exceptional circumstances, with the approval of the next higher-level committee, they may be held ahead of schedule or postponed.

　　The number of delegates to local party congresses at all levels and the procedures for their election shall be determined by the party committee at the corresponding level and submitted to the next higher party committee for approval.

　　Article 26 The powers of the congresses of the Party at all local levels are:

　　(1) To hear and examine the report of the peer-level committee;

　　(2) Review the report of the disciplinary inspection commission at the same level;

　　(3) To discuss major issues within the scope of this region and adopt resolutions;

　　(4) Elect the party committee at the same level and the discipline inspection committee at the same level.

　　Article 27 The committees of the Party at the provincial, autonomous regional, directly governed municipal, prefectural-level city, and autonomous prefecture levels shall serve a term of five years. Members and alternate members of these committees must have been Party members for no less than five years.

　　The committees of the Party in counties (banners), autonomous counties, cities not divided into districts, and municipal districts serve a term of five years. Members and alternate members of these committees must have at least three years of Party membership.

　　If a local party congress at any level is held ahead of schedule or postponed, the term of office of the committee elected by that congress shall be adjusted accordingly.

　　The number of members and alternate members of Party committees at all local levels shall be determined by the next higher-level committee. When vacancies occur among the members of Party committees at all local levels, alternate members shall fill such vacancies in order of the number of votes they received.

　　The plenary sessions of Party committees at all local levels shall be convened at least twice a year.

　　During the intervals between sessions of the congresses of the Party at all local levels, the local committees of the Party shall implement the directives of the higher-level Party organizations and the resolutions of the congresses of the Party at the corresponding level, lead the work in their respective localities, and regularly report their work to the higher-level Party committees.

　　Article 28. The plenary sessions of party committees at all local levels shall elect the standing committee, the secretary, and the deputy secretaries, and shall submit such elections for approval by the higher-level party committee. During the intervals between plenary sessions, the standing committee of a party committee at any local level shall exercise the functions and powers of the committee; and during the session of the next congress of representatives, it shall continue to preside over the routine work until a new standing committee is elected.

　　The standing committees of Party committees at all local levels shall regularly report their work to the plenary sessions of the respective committees and accept oversight.

　　Article 29 The Party’s regional committees and organizations equivalent to regional committees are representative organs dispatched by the Party’s provincial and autonomous regional committees within the jurisdictions of several counties, autonomous counties, and cities. They exercise leadership over work in their respective regions pursuant to the authorization of the provincial and autonomous regional committees.
