Chapter Six: Party Cadres

　　Article 35: Party cadres are the backbone of the Party’s cause and public servants of the people; they must be loyal, clean, and capable of shouldering responsibilities. The Party selects cadres in accordance with the principle of both moral integrity and competence, giving priority to moral integrity; upholds the principles of drawing talent from all quarters and appointing people solely on the basis of merit; places the interests of the cause above all else and acts with fairness and impartiality; opposes nepotism; and strives to make the cadre corps revolutionary, younger, more knowledgeable, and more professional.

　　The Party attaches great importance to the education, training, selection, assessment, and oversight of cadres, with particular emphasis on cultivating and selecting outstanding young cadres. It is actively advancing reform of the cadre system.

　　The Party attaches great importance to the training and selection of female cadres and ethnic-minority cadres.

　　Article 36: Leading cadres at all levels of the Party must be firm in their convictions, serve the people, perform their duties diligently and pragmatically, dare to assume responsibility, and maintain integrity and honesty. They shall set an exemplary example in fulfilling all the obligations of Party members as stipulated in Article 3 of these Regulations, and must also meet the following basic requirements:

　　(1) Possess the level of understanding of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Important Thought of the Three Represents, and the Scientific Outlook on Development that is necessary for fulfilling one’s duties; take the lead in thoroughly implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; strive to apply the Marxist stance, viewpoint, and methodology to analyze and resolve practical problems; uphold the principles of emphasizing study, political awareness, and uprightness; and be able to withstand all kinds of challenges and trials.

　　(2) Possessing lofty communist ideals and firm conviction in socialism with Chinese characteristics, resolutely implementing the Party’s basic line as well as its various principles and policies, aspiring to reform and opening up, dedicating oneself to the cause of modernization, pioneering and striving arduously in socialist construction, cultivating a correct view of political achievements, and delivering concrete results that can stand the test of practice, the people, and history.

　　(3) Uphold the principles of emancipating the mind, seeking truth from facts, advancing with the times, and pioneering and innovating; conduct thorough investigation and research; effectively integrate the Party’s guidelines and policies with the actual conditions of one’s own region and department; carry out work in a pragmatic and results-oriented manner; tell the truth, accomplish concrete tasks, and pursue tangible outcomes.

　　(4) Possess a strong sense of revolutionary dedication and political responsibility, practical experience, and the organizational skills, educational level, and professional knowledge necessary to perform leadership duties effectively.

　　(5) Properly exercise the power entrusted by the people; uphold principles and act in accordance with the law; maintain integrity and incorruptibility; serve the people diligently and conscientiously; lead by example; practice hard work and simplicity; maintain close ties with the masses; steadfastly follow the Party’s mass line; consciously accept criticism and oversight from both the Party and the masses; strengthen moral cultivation; emphasize Party spirit, value personal conduct, and set an exemplary standard; practice self-respect, self-reflection, self-alertness, and self-encouragement; oppose formalism, bureaucratism, hedonism, and extravagance; oppose the mentality and practices of privilege; and oppose any abuse of power or pursuit of private gain.

　　(6) Uphold and safeguard the Party’s democratic centralism; adopt a democratic style of work; possess a holistic perspective; and be adept at uniting with comrades, including working together with those who hold views different from one’s own.

　　Article 37: Party members and cadres shall be adept at cooperating and working together with non-Party cadres, respect them, and humbly learn from their strengths.

　　Party organizations at all levels should be adept at identifying and recommending non-Party cadres who possess genuine talent and competence for leadership positions, ensuring that they are properly appointed and vested with the necessary authority to fully bring their capabilities to bear.

　　Article 38: Leading cadres at all levels of the Party, whether elected through democratic procedures or appointed by leading bodies, hold positions that are not for life and may be subject to change or removal.

　　Cadres whose age or health condition makes it inappropriate for them to continue performing their duties shall be retired or granted retirement benefits in accordance with State regulations.
