The First China Academic Symposium on Forensic Appraisal in Construction Engineering Concludes Successfully

On the morning of May 6, 2017, the inaugural China Academic Symposium on Forensic Appraisal in Construction Engineering was solemnly held in the Lecture Hall on the first floor of the Engineering Building at Xi’an University of Architecture and Technology. The symposium was co-hosted by Xi’an University of Architecture and Technology, the Shaanxi Provincial Association of Forensic Appraisers, the Xinjiang Uygur Autonomous Region Association of Forensic Appraisers, and the Architectural Law Research Society of the Shaanxi Provincial Law Society, with joint organization by the Shaanxi Xinyuan Construction Engineering Forensic Appraisal Institute and the Forensic Appraisal Center of the Xinjiang Institute of Forensic Science and Technology. Nearly 200 guests from relevant judicial administrative organs, research institutions, judicial authorities, arbitration institutions, the legal profession, appraisal associations, and appraisal agencies across 28 provinces and municipalities nationwide attended the event. Gu Luzhong, former Chairman of our company, Wang Xin, Deputy General Manager and Director of the Forensic Appraisal Institute, and Chen Yangcen, Deputy General Manager, represented the company’s forensic appraisal institute at the symposium. In addition, Gu Luzhong, Zhou Rubing, and Shen Haie from our company submitted papers, which were subsequently included in the Proceedings of the First China Academic Symposium on Forensic Appraisal in Construction Engineering.
The conference featured keynote addresses and specialized presentations. During the session of specialized presentations, experts conducted in-depth research and provided detailed explanations on both the technical and legal aspects of forensic expertise. Gu Luzhong, former Chairman of our company, delivered a compelling keynote speech entitled “The Necessity and Urgency of Revising and Amending the Guangxi Regulations on Forensic Procedures for Construction Projects.”
Gu Luzhong began by reviewing the development of forensic appraisal in construction engineering, then analyzed the misalignment between the current “Procedural Standards for Forensic Appraisal in Construction Engineering” and the newly promulgated “General Provisions on Forensic Appraisal Procedures,” as well as the gaps in the procedural standards regarding relevant content. Drawing on extensive data, he examined the distinctive characteristics of quality appraisal in construction projects and argued that such appraisals must meet the requirements of professionalism, historicity, concealment, complexity, and specificity. He further proposed that the essential procedures for judicial appraisal of construction project quality, along with the requisite authority, professionalism, and scientific rigor of the procedural standards, underscore the necessity and urgency of revising these standards. It is therefore imperative to promptly include this revision in the legislative agenda, comprehensively launch the revision process, and thereby better promote the orderly and healthy development of the industry, more effectively implement the “Decision of the Fourth Plenary Session of the 18th CPC Central Committee on Several Major Issues Concerning Comprehensively Advancing the Rule of Law,” and advance the reform of the litigation system centered on adjudication.
The other two papers submitted by our company are: Zhou Rubing’s “ “An Interpretation of the General Provisions on Forensic Examination Procedures and a Discussion of Several Related Issues”; Shen Haie’s “Case Analysis and Reflections on a Judicial Appraisal of Housing Quality.”
Through participation in academic conferences and symposiums, the forensic expertise industry has engaged in cross-sectoral exchanges with judicial administrative authorities, judicial adjudicatory bodies, and the academic community, conducting in-depth discussions and analyses of the numerous issues inherent in forensic appraisal in construction engineering projects and proposing corresponding approaches and lines of thinking regarding institutional design and procedural standardization. Moreover, we have deepened our mutual understanding of each other’s work with other organizations, thereby laying a solid foundation for further strengthening, in the future, a broad-based mechanism for collaborative deliberation in the field of forensic appraisal in construction engineering.
