Steel and Wood-Structure Buildings to Be Promoted—Action Plan for Boosting the Production and Application of Green Building Materials Released

Recently, the Ministry of Industry and Information Technology and the Ministry of Housing and Urban–Rural Development jointly issued the Action Plan for Promoting the Production and Application of Green Building Materials, aiming to stabilize growth, optimize the industrial structure, transform development models, and improve people’s livelihoods in the building materials sector, thereby better supporting new urbanization and the development of green buildings.
According to the plan, by 2018 the proportion of green building materials in production will have increased significantly, and the quality of development will have improved markedly. The adoption rate of green building materials in new construction will reach 30%, in green buildings 50%, in pilot and demonstration projects 70%, and in the renovation of existing buildings 80%.
Among the ten major initiatives announced under the plan—ranging from green manufacturing in the building-materials industry to the evaluation and labeling of green building materials—the promotion of steel-structure and timber-structure buildings ranks fourth. Steel structures will be actively adopted in public buildings such as cultural and sports facilities, educational and medical institutions, and transportation hubs, while also being used extensively in industrial buildings and infrastructure projects. The application of timber structures in urban areas will be promoted, with particular emphasis on their use in low-rise new public buildings funded by government investment, including schools, childcare centers, elderly care homes, and landscape-design projects, as well as in the conversion of flat roofs to pitched roofs in urban residential areas. Multi-story hybrid timber–steel and timber–concrete structures will be advanced, with special focus on promoting timber construction in regions renowned for their timber architecture and in tourist and resort areas. In rural areas of economically developed regions, the construction of self-built farmhouses and new rural settlements will prioritize timber-frame housing. Support will be provided for developing biomass-based building materials from agricultural crop residues, bamboo fibers, wood chips, and other renewable resources, and the development of bamboo-based building materials and bamboo-structured buildings will be encouraged in areas rich in bamboo resources.
