Chapter 1: General Requirements and Scope of Application

　　Article 1 In order to uphold the Party Constitution and other internal Party regulations, enforce strict Party discipline, purify Party organizations, safeguard the democratic rights of Party members, educate Party members to observe discipline and abide by law, maintain the unity and solidarity of the Party, and ensure the thorough implementation of the Party’s theories, lines, principles, policies, resolutions, as well as state laws and regulations, these Regulations are formulated in accordance with the Constitution of the Communist Party of China.

　　Article 2: The building of Party discipline must be guided by Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Important Thought of Three Represents, the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; it must uphold and strengthen the Party’s overall leadership; resolutely safeguard General Secretary Xi Jinping’s core status within the Party Central Committee and throughout the Party; resolutely uphold the authority of the Party Central Committee with Comrade Xi Jinping at its core and its centralized, unified leadership; carry forward the great spirit of founding the Party; adhere to self-revolution; implement the strategic policy of exercising full and rigorous governance over the Party; fulfill the general requirements for Party building in the new era; address the unique challenges facing a large party; improve the system for exercising full and rigorous governance over the Party; comprehensively strengthen the building of Party discipline; and provide strong disciplinary guarantees for advancing, through Chinese modernization, the great cause of building a strong country and achieving national rejuvenation.

　　Article 3: The Party Constitution is the most fundamental internal regulation of the Party and the overarching code of conduct for governing the Party. Party discipline comprises the rules of conduct that all Party organizations at every level and all Party members must observe. Party organizations and members must remain true to their original aspiration and mission, firmly cultivate political awareness, a sense of the overall situation, core consciousness, and alignment with the Party Central Committee, and unswervingly uphold confidence in the path, theory, system, and culture of socialism with Chinese characteristics. They must earnestly practice a correct view of power, performance, and career, conscientiously abide by and safeguard the Party Constitution, strictly enforce and uphold Party discipline, voluntarily submit to disciplinary constraints, and set an exemplary standard in observing state laws and regulations.

　　Article 4: Disciplinary actions against Party members shall adhere to the following principles:

　　(1) Uphold the principle that the Party must govern itself and exercise full and rigorous self-governance. Consistently maintain a strict tone, implement stringent measures, and foster a rigorous atmosphere over the long term; strengthen education, management, and oversight of Party organizations at all levels and all Party members; place discipline front and center; address problems early and when they are still small; and nip potential issues in the bud.

　　(2) All are equal before Party discipline. Disciplinary measures must be rigorously and impartially enforced against Party organizations and members who violate Party discipline; no Party organization or member may be exempt from disciplinary constraints within the Party.

　　(3) Seek truth from facts. With regard to violations of Party discipline by Party organizations and members, such violations shall be investigated and dealt with on the basis of factual evidence, in accordance with the Party Constitution, other internal Party regulations, and national laws and regulations; disciplinary enforcement and law enforcement shall be seamlessly integrated; the nature of the conduct shall be accurately determined; different circumstances shall be distinguished; and appropriate measures shall be taken accordingly.

　　(4) Democratic centralism. The imposition of disciplinary sanctions by the Party shall be decided through collective deliberation by the Party organization in accordance with the prescribed procedures; no individual or small group may make or approve such decisions on their own. Decisions on disciplinary action taken by higher-level Party organizations against Party organizations and members who have violated Party discipline must be implemented by lower-level Party organizations.

　　(5) Punish the past to warn the future and treat illness to save the patient. In handling Party organizations and members who violate Party discipline, a combination of disciplinary measures and education shall be implemented, striking a balance between strictness and leniency.

　　Article 5: Deepen the application of the “four forms” of supervision and disciplinary enforcement; regularly conduct criticism and self-criticism; promptly engage in talks and reminders, criticism and education, orders to conduct inspections, and admonishments, so that “blushing and sweating” become the norm; light Party disciplinary sanctions and organizational adjustments shall constitute the majority of disciplinary actions; serious Party disciplinary sanctions and major personnel adjustments shall be the minority; and cases of serious violations of Party discipline that are suspected of constituting crimes and thus subject to criminal liability shall be an extremely small minority.

　　Article 6 This Regulation applies to Party organizations and Party members who have violated Party discipline and shall be held accountable for such violations.
