Chapter Nine: Disciplinary Measures for Violations of Mass Discipline

　　Article 122: Anyone who commits any of the following acts shall be subject to disciplinary action as follows, depending on the severity of the circumstances: for less serious cases, a warning or a serious warning shall be imposed; for more serious cases, removal from internal Party office or probation within the Party shall be imposed; and for extremely serious cases, expulsion from the Party shall be imposed:

　　(1) Raising funds and labor from the masses, or imposing fees, beyond prescribed standards and scope, thereby increasing the burden on the people;

　　(2) Detaining or confiscating the funds and property of the masses, or imposing penalties on the masses in violation of relevant regulations;

　　(3) Withholding the property of the masses or, in violation of relevant regulations, defaulting on payments owed to the masses;

　　(4) Charging fees in violation of relevant regulations during administrative and service activities;

　　(5) Obstructing the public and engaging in extortion or bribery when handling matters that affect the public;

　　(6) Other acts that infringe upon the interests of the masses.

　　Those who engage in the aforementioned conduct in the field of rural revitalization shall be subject to more severe or aggravated disciplinary measures.

　　Article 123: Anyone who interferes with the autonomous rights of production and business operations, thereby causing substantial losses to the property of the masses, shall be given a warning or a serious warning; in cases of serious circumstances, such persons shall be removed from their Party posts or placed on probation within the Party.

　　Article 124: In matters such as the allocation of social security benefits, social assistance, policy support, and disaster relief funds and materials, those who show favoritism or bias toward relatives and friends, thereby manifestly undermining fairness, shall be given a warning or a serious warning; for more serious cases, they shall be removed from their Party posts or placed under probation within the Party; for extremely serious cases, they shall be expelled from the Party.

　　Article 125: Those who, by exploiting clan networks or criminal gangs and other evil forces, oppress the masses, or who condone activities involving such gangs and evil forces and serve as “protective umbrellas” for them, shall be subject to the disciplinary measures of removal from internal Party posts or probation within the Party; in cases of serious circumstances, they shall be expelled from the Party.

　　Article 126: Anyone who commits any of the following acts shall, if the circumstances are relatively serious, be given a warning or a serious warning; if the circumstances are serious, be given the penalty of removal from internal Party office or probation within the Party:

　　(1) Failing to promptly address issues that directly affect the people’s production and daily life in accordance with relevant policies or regulations, exhibiting laziness and inaction, demonstrating low efficiency, and thereby causing adverse consequences;

　　(2) Passively responding to and shirking responsibility for legitimate public grievances in violation of policy, thereby undermining relations between the Party and the people as well as between cadres and the masses;

　　(3) Adopting a rude and heavy-handed attitude toward the public, thereby causing adverse repercussions;

　　(4) Engaging in falsification and deception, deceiving superiors while concealing problems from subordinates, and thereby harming the interests of the masses;

　　(5) Other acts that harm the interests of the people, such as inaction, improper action, sluggish action, and superficial action.

　　Article 127: Where state property and the lives and property of the general public are under serious threat, and failure to render assistance, when such failure is relatively serious, shall be punished by a warning, a serious warning, or removal from internal Party office; where the circumstances are severe, the punishment shall be probation within the Party or expulsion from the Party.

　　Article 128: Failure to disclose Party affairs, government affairs, factory affairs, and village (community) affairs in accordance with the relevant regulations, thereby infringing upon the public’s right to know, shall be subject to disciplinary action against those directly responsible and those bearing leadership responsibility: for relatively serious cases, a warning or a serious warning shall be imposed; for serious cases, removal from internal Party posts or probation within the Party shall be imposed.

　　Article 129: Any other conduct that violates the regulations on discipline among the masses shall, depending on the specific circumstances, be subject to disciplinary action ranging from a warning to expulsion from the Party.
